Step-by-step guide to registering your egg product facility under GACC Decree 249 — the mandatory prerequisite for all egg product exports from China. Covers the 6-step registration process, required standards, and ongoing compliance.

Overview

All egg product manufacturers in China that wish to export must be registered with the General Administration of Customs of China (GACC). The governing regulation is:

  • GACC Decree No. 249 (海关总署令第249号) — 《中华人民共和国进出口食品安全管理办法》(Administrative Measures for Import and Export Food Safety) — effective January 1, 2022. This is the current omnibus regulation covering export food enterprise registration, export food inspection, and health certificate issuance. It supersedes the earlier standalone rules (AQSIQ Order No. 142, as amended by GACC Decree No. 243).

Note on Decree 248 / 280: GACC Decree No. 248 governs overseas food producers registering to export into China — it is not directly applicable to Chinese exporters, but importing countries may reference it in reciprocal arrangements. Eggs and egg products are one of 18 categories requiring competent authority recommendation (Article 7). Important: Decree 248 will be replaced by Decree No. 280 (published October 14, 2025), effective June 1, 2026. Decree 280 replaces the fixed 18-category list with a dynamically adjustable catalog and introduces automatic 5-year renewal. Full text: Decree 280 (PDF)

Decree 249 requires that all export food production facilities register (备案) with GACC through the local customs office. Customs reviews applications within 20 working days of acceptance.

GACC Online Registration Systems

For domestic export food enterprise registration (备案) under Decree 249, two systems are available:

Primary: Internet+ Customs Portal (互联网+海关)

Dedicated Export Registration System

  • This is the dedicated China Export Food Production Enterprise Registration Management System (中国出口食品生产企业备案管理系统)

The CIFER (China Import Food Enterprise Registration) system handles overseas facility registration:

CIFER is not the system for domestic export registration, but is relevant for understanding the reciprocal dimension — importing countries’ facilities exporting TO China register through CIFER.


6-Step Export Registration Process (Decree 249)

Step 1: Obtain Domestic Food Production License (食品生产许可证)

Before applying for export registration, your facility must hold a valid Food Production License issued by the local SAMR branch.

Requirements:

  • Facility meets GB 14881-2013 (General Hygienic Practice for Food Production)
  • Product meets GB 21710-2016 (for processed egg products) or GB 2749-2015 (for fresh eggs)
  • HACCP or equivalent food safety management system implemented and documented
  • Qualified laboratory capability or documented third-party testing arrangement with a CNAS-accredited lab

  • Apply through the local market regulation bureau (市场监管局)
  • Portal varies by province — check with your local bureau
  • Processing time: typically 20 working days after acceptance

Step 2: Apply for GACC Export Food Registration (出口食品生产企业备案)

Submit through the Internet+ Customs online platform.

Step 3: Facility Inspection by Local Customs

After online application submission, the local customs office schedules an on-site inspection. Inspection covers:

Production Environment:

  • Clean/dirty zone separation properly maintained
  • Air filtration, temperature/humidity controls operational
  • Pest control program with records
  • Waste and wastewater management

Processing Equipment:

  • Equipment condition, material (food-grade contact surfaces)
  • Calibration records for measuring instruments
  • Maintenance logs
  • CIP (Clean-in-Place) system validation (for liquid egg processing)

Laboratory Capabilities:

  • Testing equipment for microbiological and chemical parameters
  • Method validation records
  • Staff qualification and training
  • Reference standards and reagent management

Traceability System:

  • Farm/supplier → raw egg receiving → processing → packaging → export shipment
  • Must demonstrate ability to trace any finished product back to source within 4 hours (GACC expectation)
  • Recall simulation records

Staff:

  • Food safety management team designated
  • Training records (HACCP, GMP, hygiene)
  • Health certificates for production personnel (valid 健康证)

Step 4: Corrective Actions (if needed)

If non-conformities are identified:

  1. Receive Non-Conformity Report (NCR) from customs inspector
  2. Develop corrective action plan with specific timelines (typically 30-90 days)
  3. Implement corrections with documented evidence
  4. Submit corrective action evidence through the online system
  5. Request re-inspection
  6. Local customs verifies corrections on-site

Common non-conformities:

  • Incomplete traceability records
  • HACCP plan not covering all relevant hazards for egg products
  • Laboratory method validation documentation gaps
  • Facility maintenance issues (e.g., damaged walls, inadequate drainage)

Step 5: Registration Approval

Upon successful inspection:

  • Facility receives a GACC export registration number (出口食品生产企业备案号)
  • Registration number format: typically province code + sequential number
  • Registration is valid for 5 years from approval date (per Decree 249)
  • Facility is added to the GACC registered establishment database
  • Important: Some destination countries (e.g., Japan, Singapore) maintain their own approved facility lists — GACC registration alone may not be sufficient

Common Pitfalls

  1. Incomplete HACCP documentation — Generic HACCP plans that don’t specifically address egg product hazards (Salmonella, drug residues, allergens) will be rejected
  2. Traceability gaps — Must demonstrate full chain from farm/supplier to export shipment; gaps at the raw egg procurement stage are the most common failure
  3. Outdated testing methods — Lab methods must align with current GB standards; SN/T methods are required for export-specific testing
  4. Ignoring destination country requirements — GACC registration is necessary but may not be sufficient; verify importing country’s additional requirements
  5. Missing renewal deadline — Registration expires after 5 years; renewal must be applied for at least 30 days before expiry per Decree 249
