How to obtain the official health certificate (卫生证书/出境货物检验检疫证书) required for each egg product export shipment from China, through the Single Window platform.
Overview
The health certificate (officially: 出境货物检验检疫证书, Exit Inspection and Quarantine Certificate) is a mandatory export document issued by Chinese customs authorities for each consignment of egg products. It certifies that the shipment meets food safety standards and is fit for export to the specified destination.
Without a valid health certificate, egg products cannot:
- Clear Chinese customs for export
- Be accepted at the destination country’s border
- Satisfy the importing country’s health authority requirements
Issuing Authority
The health certificate is issued by the local customs office (地方海关) in the jurisdiction where the exporting facility is located. These offices inherited the function from the former CIQ (China Inspection and Quarantine) system when it merged into GACC in 2018.
Key distinction:
- The local customs district (直属海关) manages the policy and oversight
- The subordinate customs office (隶属海关) at the facility’s location handles the actual inspection and certificate issuance
Prerequisites
Before applying for a health certificate, your facility must have:

Application Process
Step 1: Prepare Documentation Package
For each export batch, assemble:

Step 2: Submit Application via Single Window
Applications are submitted through China International Trade Single Window (中国国际贸易单一窗口):

- 属地查检 (Localized Inspection) — submit export inspection application
- 出证计划 (Certificate Issuance Planning) — apply for health/sanitary certificate

- Process:
- Log in with your enterprise digital certificate
- Under 属地查检 module, submit export inspection application with commodity code (HS code), destination country, and shipment details
- Upload all required documents
- Under 出证计划 module, apply for the health/sanitary certificate
- Pay inspection and certification fees (varies by product value and inspection scope)
- Submit and receive application reference number
- E-Certificate query (login-free): swapp.singlewindow.cn/ecertwebunloginserver — supports “cloud signing” (云签发) for self-printing
Timing: Submit the application at least 7 business days before planned shipment date to allow for inspection and testing.
Step 3: Customs Inspection
The local customs office will:
- Document review — Verify completeness of submitted documents, consistency between contract/product spec/test report
- Laboratory testing — May require:
- Verification of the submitted test report against destination requirements
- Additional sampling and testing by the customs laboratory
- Specific testing for destination-sensitive substances (e.g., fluoroquinolones for Japan/Singapore)
- Facility check — If due for periodic review, may conduct a brief facility inspection
- Packaging and labeling verification — Confirm labels meet destination country requirements
Step 4: Certificate Issuance
Upon successful inspection:
- Health certificate is issued in the format agreed upon with the destination country’s competent authority
- Certificate includes: product description, batch/lot numbers, test results summary, official declaration of fitness for human consumption
- Certificate language: Typically bilingual (Chinese + English) or trilingual depending on destination
- Validity period: Varies — generally 21–30 days from issuance; ship promptly
- Copies: Original for importer; copies retained by exporter (keep for minimum 2 years per GACC requirements)
Destination-Specific Certificate Requirements
Different countries require different certificate formats and content:

Important: Before first-time export to a new destination, confirm the required certificate format with:
- Your local customs office (they maintain bilateral certificate templates)
- The destination country’s importer (they know what their customs authority accepts)

The laboratory test report supporting your health certificate must cover parameters relevant to the destination:

Common Issues and Solutions
Certificate Rejected at Destination
Root causes:
- Wrong certificate format — destination customs doesn’t recognize the template
- Missing required declarations (e.g., HPAI-free declaration for Japan)
- Test parameters don’t cover destination-specific substances
- Certificate expired before goods arrived at destination port
Prevention:
- Confirm required format with local customs AND destination importer before application
- Build minimum 2-week buffer between certificate issuance and expected arrival at destination
- Include ALL destination-specific test parameters in the lab report
Testing Delays
Root causes:
- Laboratory backlog during peak export seasons (Q4 typically)
- Additional testing requested by customs inspector
- Re-testing required due to non-conforming initial results
Prevention:
- Maintain ongoing testing program — don’t wait until shipment is ready
- Use labs with confirmed turnaround times (5–7 days typical)
- Address production quality issues proactively before testing
Application Rejected
Root causes:
- GACC registration expired or suspended
- Incomplete documentation package
- Mismatch between contract details and product specifications
Prevention:
- Check registration status before each application
- Use a document checklist for every submission
- Ensure all documents reference the same product, quantity, and destination
Key Reminders
- One certificate per consignment — each export shipment needs its own certificate
- Certificate must match actual shipment — product type, quantity, lot numbers, and destination must match exactly
- Retain copies for minimum 2 years per GACC regulations
- Plan ahead — from application to issuance typically takes 5–15 business days depending on testing requirements
- Don’t ship before certificate is issued — goods held at port without a certificate will be blocked from export
